High load of Linux server

Hi there,
I am using Oracle server for Linux and have a problem with one of the processes (tnslsnr, TNS Listener). It comsumes most of the CPU, even setting its "nice" to 15:

  1:06pm up 20 days, 0 min, 4 users, load average: 4.47, 3.74, 2.37 84 processes: 81 sleeping, 3 running, 0 zombie, 0 stopped CPU states: 78.3% user, 15.0% system, 89.9% nice, 6.9% idle Mem: 95356K av, 65280K used, 30076K free, 23644K shrd, 18300K buff

Swap:  80288K av,  63796K used,  16492K free                  6224K cached

Is this normal? Anybody knows how can I solve this?
