public database link password?

With private database links, you can check the password and loggin in as the owner and doing a select * from user_db_links. If you are not the owner, you don't get the password in all_db_links, dba_db_links etc., However, with a public database link, I can't find the password anywhere, if I am sys, or system, all views seem to hide the password. Who owns public objects and how can I find a link password? Or can I?
