Installing OAS 4.0 ... hanging configuring ORB

I am having a problem getting "OAS 4.0.5.4.0 EE Controlled Edition" to install. It hangs during Oracle installer. It is stuck trying to install "f:\orant\orb\public\yuver.h". The status message is "Starting & Configuring Oracle ORB ...". I have tried to install 3 times now, the last time I let it sit for an hour but it didn't progress.

I have a Pentium 166Mhz, WinNT 4, SP5, 80Mb Ram, plenty of disk space. I have installed Oracle 8.0.4 RDBMS.

Any ideas?
