Hi Lothar,
It is a good idea to have another Listener listening on the 2nd Interface for purposes of Load Balancing. Configure the 2nd Listener to run on a Different TCP Port.

Did you try ,
$ lsnrctl start <New Listener>

Even Setting the current_listener to new_listener and 'start' works fine
