Hi Kurt,
The Key to be added is 'DependOnService' and it's CLASS should be 'REG_MULTI_SZ' and not as a value. The Value should be 'Oracleservic<DB_NAME>OracleStart<DB_NAME> .

This Key should be created under OracleOemEnterprise Management Server Registry entry..

This has worked for me...
