If you are using Oracle for UNIX the command is:

orapwd file=orapwSID password=password entries=max_users

You have to create the file in your ORACLE_HOME/dbs directory.

In NT search for orap* in the ORACLE_HOME/bin directory. you need to create the file in the ORACLE_HOME\database directory. I hope this helps.
