Forcing an account to use rule-based optimization

We are running Oracle 7.3.4.x with the cost based optimizer set as the default. We purchased an application that works much better if it uses rule based optimization. Can I force the application's account to use rule based? The connection comes through ODBC and we don't have anyway to send an "alter session ..." command from the application. Is there a login script for a user connecting through ODBC? Any ideas?
