connect to a second Instance via tcp/ip

I have created a second instance on my Oracle Server (7.3.4 NT) via the NT Instance Manager. Now i can connect to this instance only local(beq) and not via TCP/IP.
I get the message: TSAListener : Can´t resolve the SID I think my configuration with Easynet is okay With the Starterdatabase its work all very fine.

Do i have to edit one of the configuationfiles to get it working?
