Install Failing for 8i on NT(sp4)

Can anyone help.

I have a freshly built NT4 ( with sp4 ) server. When trying to run an install
of 8i ( 8.1.5 ) the Universal Installer terminates with a Exception Violation
raised in JREW.EXE - this happens with the Enterprise manager v2 as well.

Both installs failed at the point where the installer is analysing the requirements -
not even getting as far a starting the installation.

Any ideas appreciated.
