Help using Oracle procedure builder - function calling another function!

Using Oracle 7.3.4

I have 2 functions moved in to the "Program Units" section from "Stored Program Units" for debugging.

One function calls the other but will not compile - I keep getting "function 'NLS_CALC_REG_FEE' may not be used in SQL" error

Is it not possible to debug functions/procedures that call other? or am I doing something wrong?

Any ideas
