You probably need to look at various issues ..
1. Lots of Memory and increased PROCESSES,DML_LOCKS settings 2. MTS combined with PreSpawned Dedicated Servers 3. Multiple DBWRs along with CheckPoint Process 4. Redo log Buffers & Latches 5.Most Importantly Sql Queries..
Run UtlBstat/Estat Scripts against the 1000 user Database and that will tell you where and what to improve....
