Creating a DB with UTF2 char set

I am trying to create a database (on solaris) in Oracle 7 with a UTF2 character set. The NLS documentation for the Oracle 7 server clearly states that Unicode is supported in the form of UTF2, the char set name is AL24UTFFSS. First of all, this character does not show up in the installer program. According to Oracle tech support, a db cannot be created with UTF2 through the installer. They said I have to create it manually. So I did create it manually, and I did not get an error when I specified AL24UTFFSS. However, upon testing the database, the character set appears to be ASCII.

Any clues on how I can accomplish this? I know with Oracle 8, this can be done with UTF8. However, I need this to work for Oracle 7 as well.
