You might also want to take a look at newGina, a freeware (GNU-licensed) tool that comes with source code
It allows you to specify an abort time for a shutdown script under NT.

You can find it at http://wwwthep.physik.uni-mainz.de/~frink/nt.html

It comes under GNU license and is available with source code.
