Limiting conn. with SESSIONS_PER_USER?

We are hosting web applications and Oracle DBs from external clients. I thought that by creating a profile for each of these clients, I could limit the resources they use, especially the number of connection.

Problem is, even if I specify SESSIONS_PER_USER=5 in one user's profile, he can have many more connections, but with the status "INACTIVE". Are those inactive connections counting in the SESSIONS_PER_USER number? If not, what can I do to get rid of those connections and avoid any new connection beyond the specified number other than using IDLE_TIME.
