May have to get back to basics here.

    What box ?
    What version of Oracle / SQL*Net
    Can we see a minimal listener.ora ?

I've just had an odd result trying this on an SQL*Net 2.3.4 on NT, but

    8.0.4 on NT
    7.3.3 on HP-UX
behave exactly as my post suggests.
