Cause of Oracle error dialogs at NT startup?

I have recently taken command of an NT-based Oracle server. Whenever the machines is restarted, it presents two error dialogs:

  OWASTsvr.exe - Ordinal Not Found
   The ordinal 435 could not be located in the dynamic link library CORE40.dll.

   OWASTsvr.exe - Entry Point Not Found    The procedure entry point lxnrpc could not be located in the dynamic link library NLSRTL33.dll.

I know these are related to the Oracle Web Assistant, but have not been able to determine exactly what is causing them. The database is running fine--or so it appears--but obviously these are not normal, so I would like to get rid of their cause. Can anyone suggest what is causing them, and how to fix it?

In what may be a related issue, the NT Event log contains a stream of messages from Oracle each time the server is restarted. Here is one bootup's worth:

The description for Event ID ( 34 ) in Source ( Oracle80.orcl ) could not be found. It contains the following insertion string(s): ACTION : 'startup' OS_AUTHENT_PREFIX : OPS$. The description for Event ID ( 4 ) in Source ( Oracle80.orcl ) could not be found. It contains the following insertion string(s): orcl.

The description for Event ID ( 5 ) in Source ( Oracle80.orcl ) could not be found. It contains the following insertion string(s): PMON, orcl.

The description for Event ID ( 5 ) in Source ( Oracle80.orcl ) could not be found. It contains the following insertion string(s): DBWR, orcl.

The description for Event ID ( 5 ) in Source ( Oracle80.orcl ) could not be found. It contains the following insertion string(s): LGWR, orcl.
