Have a read in www.europa.com/~orapub and you may find that if you get your database right at the start and you will not need to do a reorg......ever!

Indexes can be rebuilt although they lock out users (8.0 and below) In 8.1 they can be rebuilt and still be online (but you should have your db in a "quiet" time)
