why have to use connect user/pwd@2:sid instead of @sid

there is Oracle7.3 running two instance, when I connect to databse, I have to use connect user/pwd_at_2:sid, if I use connect user/pwd_at_sid, I will get and error ORA-12500: FAILED TO START THE DEDICATED SERVER PROCESS, anyone have the idea, what the @2: here means? how can I change it back to the @sid when connecting?
