To do a reorg, the data must be taken offline, so no, there is no reorg tool that I know off that could allow you to reorg and have the data available. I'd be interested to hear otherwise.

There are fast reorg tools available, we use Platinum TSReorg with the fast Unload option. V.Fast but it still requires downtime.
