Navigate to the svadmin.cfg file located in the following address:
$ORACLE_HOME/ows/admin/ows/<name of admin listener>/admin/config subdirectory of the server that http is stored on. This is where the directory mappings for the admin listener configuration page are stored. There must be a trailing slash in the entry which maps the physical path where the documents are located. For example, the entry should look like the following:
/opt/app/appnca/doc/ NR /oa_doc/
instead of:
/opt/app/appnca/doc NR /oa_doc/
You should now be able to bring up the admin listener.
