I had a similar problem on a Unix box and after some cursing I discovered that the DNS was down and the host name in the (HOST=xxxx) section could not resolve so I put the IP address and everything worked. Never noticed the problem before because I rebooted the Oracle server when its DNS was in unexpected maintenece.
