Can't answer your question about standard edition, but I can tell you that the Spatial cartridge doesn't ship with 8i Enterprise either -- it's an add on I can purchase separately. Secondly, Oracle recently got together with MapInfo, so I wouldn't be suprised to see changes in the future. See the link below for more info on Spatial.
