I experienced this not too long after setup. I had installed OEM and when
I went into Services in the Control Panel to see why Service Manager wasn't
running, I found that even if it's set on Automatic I had to manually start
it every time. This leads to the answer to your question. Because I thought
I had done something wrong in the Services panel, I turned on every service
that said "Oracle..anything". Afterwards, with 1 instance holding only
the sample(scott/tiger) installation database, my CPU usage stayed around
90-95% for hours until I went back to the control panel and turned off
all but the 5 or 6 Oracle services I needed to have running.
