Byte Limits on column name and data

What is the limit on how wide a column name can be and also how many bytes a column can hold? I am working on internationalizing an application that communicates with Oracle vs OCI. Since Oracle supports UTF-8 data, what does this mean in terms of limits? A UTF-8 charcter can be up to 3 bytes. So for example, if the column name size specified to be a fixed number of bytes... then I am assuming the UTF-8 column name may not be as long as as ASCII column name.OR does Oracle specify these limits in characters such that it wouldn't matter what encoding scheme was being used?

If my question is unclear please let me know. I'd sincerely appreciate any input.
