My understanding is: You can do anything in a trigger as long as you do not reference the triggering table in any way. This restirction includes:

Can not insert into a table that has RI back to the triggering table
referencing the triggering table in declare anywhere
No selects, inserts, updates or deletes on triggering table..

Note: these restrictions are in place for the trigger code, and any procedures called by the trigger,. The error one would get is the "Mutating Table" error...
