oracle and NT

I am new to the DBA position. We have oracle 8.04 and NT 4.0. I have the following questions.

We do everything with OEM tools. How to start svrmgrl ? When I got to bin/svrmgrl30.exe I get an ora 12203 error.
Can I run svrmgrl from a remote location but connected thru LAN?
How to find out the number of IO drives on this NT?
Are there any scripts to automate cold backup etc? and how to schedule tasks in NT to kickoff automatically.
