create second database

Hello All!

  I want to create one additional database (Solaris x86, Oracle 7.3.3). Is it
 enough to create new initxxx.ora and then say 'CREATE DATABASE ..'?   Documentaion has been seen by me isn't clear enough :(

And how can I startup all existing darabases without specify pfile-parameter?
