Hi,
First, tune your database.
Second, tune your loads/queries.
Third, purchase one or more books on Oracle tuning for your
version of Oracle.
Tuning an Oracle database is not a subject that can be covered in a posting or two. It requires an understanding of how Oracle works and a fair amount of reading and/or discussions. I recommend that you start off with Corrigan and Gurrey's Oracle Performance Tuning from O'Reilly Associates. After you digest it pick up a copy of the Oracle Press Oracle Tuning book for your version of Oracle. These two will get you started.
