Oracle8 Personal vs server version, with MS Access

I'm preparing to migrate a Microsoft Access 97 backend database to an Oracle8 server
running on Netware (at my customer's site). I'm doing my development work about 200 miles away on a Windows 98 400MHz Pentium II machine.

If I buy Oracle8 personal, how closely can I "simulate" the target environment? Specifically:

1) Does the personal version function as server?
2) Will it do this on the same machine as the Access 97 client?
3) How much (and what kinds of things) will need to be changed when the db
is moved from Oracle8 personal to the version running on Netware?
