The host command is ok if using sql*plus or forms. Won't work from a PL/SQL procedure on the database.
There are a few bulletins at www.oracle.com/support in the metalink section on e-mailing from oracle.

If using forms, you could try OLE to connect to your windows e-mail client and pass parameters to your ole container (e-mail proggie).
