PHP3 , a scripting language for apache, includes an Oracle library. www.php3.com

Oracles own web server, OWA 3 or OAS 4 have various options for web enabling your data: PL/SQL , java servlets,java in the database with 8i, perl, odbc, etc.
There is also a wizards based oracle tool called webdb, that lets you build intranets.
