Partitioning table in Oracle 8

I need some help on Oracle 8. we have staged the data of a table now we want to create a partitioned table. When I try to create the table I get an error message saying that the partitioning feature is not enabled. Do any of you know how this feature can be enabled?? Is there any table in Oracle where I can se the various enabled and the disabled features in the current version of Oracle I am using?
