Sounds like you have ARCHIVELOG mode set and not the automatic archival running...

Thus you have filled up your online redo logs and they have not been flushed out to archive logs and database has now stalled...

Fix your immediate problem by issuing 'archive log all' in server manager (or equivalent) and ensure that the archiver is turned on in your init.ora
