2000 shadow processes -- affects CPU utilization?

I'm looking at an Oracle 7.3 system on Sun Solaris.

A system has 2000 Oracle sessions (shadow processes) and 1950 of them are sleeping. CPU idle is less than %10 all the time. Do the 1950 sleeping processes hurt the overall cpu utilization? Performance is not very good. There is no overwhelming SQL statement problem or runaway job.
