Oracle 8i on NT4.0 and internal PW

hi,
sorry for my bad english.
I have Win NT4.0 sp3 and oracle 8i installed, when i have crated a DB from Oracle Database Assistant the authentication is with internal password.
In the wizard not is possible set authentication from Operating system and if i change after (init file, services) the authentication with user Oracle (group ORA_sid_DBA) not is possible from svrmgr30 connect / as sysdba, the error is:
ORA-01031 insufficient privileges.

Why? what i can do??
