I think that the better for you to have a stable platform is to install SP3.

The file you are requesting for is yt40.dll. I searched into the web where I didn't find it too.

Why don't you try OAS 4.0.7 ? The oracle support said me that it was really more stable than the 4.0.6.4... They adviced myself to install SP3 (I was running OAS 4.0.6.4 under SP4 and I changed everything: OAs4.0.7 with SP3 - It works well now).
