Case Insensitivity

I read the interesting article by TKyte on how to index the result of functions in Oracle 8i, where the UPPER( ) function was used as an example. But I was wondering if there was a way to make all queries against VARCHAR2 datatypes case insensitive, without raising all data to uppercase.
