Are you sure that the environment is correct? ORACLE_HOME is set, ORACLE_HOME/bin in the path (required for ODBC to work) etc.
You can also override the default path to TNSNAMES.ORA (or the network/admin folder) by using the TNS_ADMIN (or is that TNSADMIN?) environment variable.
