Trusted Oracle requires a trusted OS, and there's not too many people running those.

Are you looking for data to be encrypted when it's stored in the table or as the data passes around the network? If it's the former, Oracle doesn't provide built-in functionality to do that, but it's easy enough to write your own method using PL/SQL. If it's the latter, look at the Advanced Networking Option.
