Agreed. JDBC and Servlets run everywhere. Another point that hasn't been mentioned:

The weakness in this system is not CGI or what programming language to use, but Windows NT. For a financial service provider you really should leave an upgrade path to Unix for database and web server. Thus, use Java and standard APIs, use Apache, use Oracle.
