The old package would be restored. As far as I have seen they are dumped with create or replace.
Ignore=Y mainly applies to objects which don't have the option of being replaced, like tablespaces, tables etc. If you want to keep the modifications dump it to a text file by select text from user_source where name = '<name> order by line. set heading off pagesize in sqlplus before you do this, or have a tool like Toad this do for you.
