There's none native, and Oracle doesn't offer source as far as I can tell. If you have the ability to run Linux or SCO or Solaris x86 binaries under OpenBSD (I'm assuming that you are running on Intel), you may be able to use the client for one of those OSes.
Another alternative is to use a JDBC driver (type 4?) that implements everything needed to connect to Oracle in Java.
Or an ODBC driver if there are any for Oracle & OpenBSD
