HELP: How to restrict the No. of OAS client users?

Software using: NT 4 SP3, OAS 4.0.7,

                Oracle Developer Web Server 6.0

Question:

 How to make the restriction of the concurrent client user numbers? For example, I do not want the connectiong number exceeds 200, how can I do that in OAS configuration.

Remarks:  

 OAS indeed offers restriction parameters in several levels. In the listener level, we can specify the maximum connection numbers (say, for www listener, defult is 600). In the Application level, we can set the HOST parameter including the minimum No. and maximum No. of servers. In the Cartridge level, we can use the tuning parameter such as min.&max. instance numbers, min.&max. thread numbers, and maximum client numbers.

I did some tests, but my problem is that the connection numbers do not change with the up-coming clients in all levels. I used both "owsctl monitor command" & web management tools for OAS.

Anybody has some experience on this topic, please give me a hint.
