Oracle 8.1.5 and missing Migration Tool for MSAccess

Hi,
Oracle 8.0.4 contains a tool that migrates a MSAccess DataBase to Oracle. The Upgrade to Oracle 8.1.5 does not contain this tools. So we installed it from the Oracle 8.04 CD and it seems to work but the connect to Oracle does not work, the Connect String is always wrong. The Connect to Oracle using this connect string works with the the Easy SqlNet Config Tool.
How to solve this problem
