There is a lot of third-company tools. I'm using Platinum SQLStation.

But even if You couldn't get it You can use the same way. It places it's own procedures calls after each PL/SQL command of You procedure and realises the client interface. Then, You can place some calls of DBMS_OUTPUT, for expample, into Your code and look to output to see Your code behavior.
