Maximum Cursor Exceeded

Hello,

i have an Forms Application.
When i open, fetch, close an Cursor i see one Record. When i try it again in the same Form (open, fetch, close) i see 2 Records. When i try it also again i see 3 and ... And the Applications has the error maximum_cursors_exceeded.

Why see on the 2. try 2 records, on the 3. try 3 records ..?
Is this a bug and what can i do?
