Check the TNS_ADMIN on the Registry (Regedt32), make sure it has key
value of :
'c:\Orant\Net80\admin' (or wherever the path that contains the
tnsnames.ora),
and the ORACLE_SID should has a default <SID>.
If this didn't work. Try delete the current OracleTNSListener and
re-create it
with a new one.
