Hopefully, this comes back in a good order! ;)

It's certainly my understanding that this service is part of Oracle Names. Likewise I've seen others state that (see Daniel's message below, for example). However, I haven't had a need to install Oracle Names to really prove this. Perhaps others can confirm.
