New Schema not created - Newbie needs help!

I ran the default install of oracle 8.0.5 on NT.

I connect using SYSTEM/manager using oracle enterprise manager.

When I create a new user it does not create the schema for that user.

What am I doing wrong?

I ran a previous post that said that the schema is created when you create a new user and that you can't create a schema manually.

Users told me that I must create the schema by creating the user. But it's not working.

What should I do?

I ran catalog.sql and catproc.sql. That's it.

Plain install. Did I forget something?
