Connecting to Personal Oracle 8

I really need help on this. It's been 4 weeks since I installed Oracle8 Personal Edition, and I cannot connect Developer /2000 v2.1 to Personal Oracle 8

I have 2 standalone win98 PCs.
PC #1: Installed Personal Oracle7 and Developer /2000 2.1. I am able to connect both from SQL*plus and Developer to Personal Oracle 7. PC #2: Installed the same Developer /2000 2.1 and Persoanl Oracle 8, I can connect from SQL*Plus 8.0, BUT CANNOT connect from Developer.

It it said that Developer uses SQL*Net 2.3.4. Well, I looked in my oracle installer, I see that SQL*Net client 2.3.4.0.0 is installed. Also, in the windows
registry, I see an entry for NET20 C:\orawin95\network

                                            NET80   C:\orawin95\net8

Any help would be appreciated.
